On March 2nd, 1978, a group of individuals throughout the State of Oregon with different professional backgrounds united for a meeting at the Portland Fire Bureau with the purpose of decreasing the occurrence of fire and arson through education and training.  This group would become known as the Oregon Chapter 31-IAAI.
